Home Information Packs (HIPs) will make property buying easier and quicker and save consumers money, according to a new Which? book. 'Buy, Sell and Move House' will explain to homeowners exactly how a HIP will work. HIPS are being introduced because more than 30 per cent of property transactions have been falling through, costing GBP 350 million a year in wasted money and with incalculable costs in terms of time and anxiety. More than two-fifths of these failures were the result of survey or valuation inspection reports that found fault with the property.
