HIPs Shambles Descends Into Farce Print E-mail

Government delay means what had been a shambles has now descended into a farce. News that the Government is to delay implementing a major cornerstone of its Home Information Pack concept, namely the home condition report (HCR) element, means that what had been a shambles has now descended into farce.

Critics of HIPS - and there are many - have always maintained that the objective of providing would be homebuyers with up-to-date and 'comprehensive' information on the property they're considering purchasing, whilst laudable, was always going to be counter productive. The plain truth is that by forcing the vendor to put together a HIP for the benefit of the prospective purchaser, the cost of the exercise (estimated at between £600 and £1000) will simply be passed on to the purchaser prior to any deal being struck.
