Every night when Paul Taliotis gets home from his job as a carpenter on the building sites of High Wycombe he tries to fit in two hours of revision.

It is hard work, he says, learning how to become a Home Inspector, qualified to carry out the "home condition reports" that will be an integral part of the Government's Home Information Packs (HIPs) when they become compulsory for anyone selling their house from June 1, next year.
