Homeowners will face chaos and hundreds of pounds in fines when Home Information Packs are introduced to the property market this time next year, experts claimed yesterday. The contents and regulation of the packs, which will be compulsory for anyone selling a home after June 1 2007, have not yet been finalised by the Government.
