Home Information Packs which are also known as the HIPs are compulsory for the majority of properties in England and Wales being marketed. In 6 April 2009, important changes were made to HIPs meaning better information is now available as soon as a property is marketed.

The pack contain documents that provide the buyer with key information about the home and must be provided by the seller or the agent. It is against the law to market a property without one in England and Wales.

The home pack give buyers access to important information about the property at the beginning of the buying process without having to spend a penny. It is less likely that buyers will become aware of issues at the end of the process especially if they have the HIP includes the optional Home Condition Report. In theory the info pack will reduce delays and extra costs for both the buyer and the seller. However, the jury is still out.

Home Information Packs, which the Government claimed would speed up house selling, are taking longer than a month to put together, The Daily Telegraph has learnt.

Pack providers and estate agents said the Government's claims that the information would take only a week to produce do not match up with reality.

The controversial home information pack (HIP) scheme continues to distort the housing market, a property price index shows.

The average asking price in England and Wales rose 2.7 percent in the past month, reversing the previous month's 2.6 percent fall as owners rushed to sell up ahead of the roll-out of HIPs, according to property Web site Rightmove.co.uk.

Lane Energy Assessors, a Yorkshire based family partnership offering HIPS and energy inspections, have just launched a new floor plan service, so buyers can visualise how their new home is laid out. Robert Lane, one of the founding partners of Lane Energy Assessors based in Yorkshire, said it was a logical service to start offering alongside their EPC energy inspections because from the beginning of next year HIPs need to be delivered rather than just ordered before a property can be put on the market and remove the need for a dedicated floor plan company. Mr Lane goes on to say that the partners expect it to be well received by estate agents.
 
Would-be new buyers turn backs on market

The housing market slowdown is deepening, with prospective homebuyers abandoning the market at the fastest rate in over four years, new figures show.

House prices have fallen for the second month running and the market is showing worrying signs of a downturn, according to the Royal Institution of Chartered Surveyors (RICS). It says the number of new buyers is falling at the fastest rate since early 2003.
